USAC Concludes Five-Day Retreat to Strengthen Universal Service Fund Oversight
The Universal Service Advisory Council (USAC) has concluded a five-day retreat focused on strengthening governance and oversight of the Universal Service Fund (USF) to support the expansion of communications services in unserved and underserved communities.
Held from 19 to 23 October 2026, the retreat and Full Council Meeting provided an opportunity for members to examine strategic, technical, financial and operational matters critical to the delivery of the Fund’s mandate.
Key deliberations centred on the midterm review of the USF Strategy, consideration of the draft USF Project Management Guidelines, the USF Operational Manual and the USF Charter. These instruments are intended to guide project implementation, strengthen accountability and enhance the management of the Fund’s programmes.
Technical teams from the Authority supported the Council’s deliberations by providing background information, clarifications and implementation perspectives. The engagement facilitated a shared understanding of operational priorities and the practical measures needed to translate strategic guidance into action.
The retreat underscored the importance of effective governance and coordination in delivering sustainable connectivity projects. Through the USF, the Authority continues to advance its commitment to bridging the digital divide and enabling more Kenyans to participate in the digital economy.
