PUBLIC CONSULTATION ON MINIMUM TECHNICAL SPECIFICATIONS FOR CABLE TELEVISION AND SATELLITTE TELEVISION RECEIVERS

The Communications Authority of Kenya (CA) is the statutory regulatory body charged with the responsibility of licensing and regulating ICT services in Kenya. CA is also responsible for ensuring competition in the ICT sector , safeguarding interests of consumers as well as managing the country’s numbering and frequency spectrum resources.

The Authority has licensed a number of cable television and satellite subscription broadcasting service providers.

In furtherance of its responsibility to safeguard the interests of consumers, the Authority has developed draft minimum technical specifications for Cable television receivers and satellite television receivers with the aim of ensuring reliability and acceptable quality of customer premise equipment used in reception of the said broadcasting services

The Authority is proposing to adopt Digital Video Broadcasting DVB-C2 based on ETSI EN 302 769 standard as the basis for its minimum specifications for cable television receivers in Kenya. Similarly, it is also proposed to adopt DVB-S2 satellite broadcasting receivers minimum technical specification based on ETSI EN 302 307 standard for satellite broadcasting receivers.

The Authority therefor invites comments and inputs from the public and all interested parties on the draft minimum technical specifications for cable television and satellite television receivers. The draft technical specifications are available on the Authority’s website at http://www.ca.go.ke/index.php/public-consultations

Stakeholders and the public are invited to review the draft specifications and submit their input and comments in writing before 14th June 2017 to the address provided below or via email address This email address is being protected from spambots. You need JavaScript enabled to view it.

The comments received will inform any changes to the final technical specifications of cable and satellite television receivers. The finalized specifications will be published on the CA website for use by the industry and the public.
