The Communications Authority of Kenya (CA) is the regulatory authority for the ICT industry in Kenya with responsibilities in telecommunications, e-commerce, broadcasting and postal/courier services. CA is also responsible for managing the country’s numbering and frequency spectrum resources as well as safeguarding the interests of consumers in the ICT sector.
Additionally, the Kenya Information and Communications (Numbering) Regulations 2010 mandate the Authority to establish a National Communication and Numbering Plan and control all communication numbers and addresses to ensure fairness and efficiency.
As a critical national infrastructure, a National Addressing System (NAS) is a framework that provides for, among others, the naming or numbering of streets, properties, buildings and parcels of land to facilitate the identification and location of a parcel or dwelling on the ground. It also involves the development of digitized maps for use in the management of settlements and urban communities.
An accurate NAS is critical to the quality and cost-effective provision of innumerable services provided by multiple levels of government and supporting commerce and important for social and economic development of Kenya. It is an essential requirement for a variety of functions, including emergency management, security, administration, research, publications, mapping, routing, navigation, and many others.
The Authority has, therefore, developed a consultation paper on the development of a NAS framework that will foster an efficient and faster approach in the development of an addressing system that is not only consistent with the Authority’s strategic plan but also meets international best practices.
