The Communications Authority of Kenya (CA) is the regulatory authority for the ICT industry in Kenya with responsibilities in telecommunications, cyber security, e-commerce, broadcasting and postal/courier services. CA is also responsible for managing the country’s numbering and frequency spectrum resources, administering the Universal Service Fund (USF) as well as safeguarding the interests of users of ICT services.
In furtherance of its responsibility in managing frequency spectrum resources, the Authority has formulated a draft dynamic spectrum access framework for “Authorisation of the Use of TV White Spaces”.
The Authority is conducting a feasibility study on the framework with Strathmore University, @iLab Africa supported by the UK Department for International Development.
The Authority therefore invites comments from all stakeholders, including members of the public, licensees utilizing spectrum resources and government organizations on the proposed framework available below.
The objective of this consultation process is to give stakeholders and the public an opportunity to comment on the proposed draft framework.
