The National Cohesion and Integration Commission (NCIC) is established by law to promote national unity in Kenya. In this regard, the Commission facilitates processes and policies that encourage elimination of all forms of ethnic discrimination irrespective of background, social circle, race and ideological belief(s). By undertaking these functions, the NCIC enhances the capacity for Kenyans to accept each other and to appreciate the significance of diversity.
The Communications Authority of Kenya (CA), on the other hand, is charged with the responsibility of regulating telecommunications, e-commerce, broadcasting, postal and courier services in Kenya. It is also responsible for managing competition and safeguarding the interests of ICT consumers.
In order to minimize the misuse of ICT services during the electioneering period, the NCIC and CA have reviewed the guidelines on prevention of dissemination of undesirable bulk political content/messages via electronic networks, which were developed in 2012.
The reviewed guidelines can be accessed through the NCIC and CA websites at http://www.cohesion.or.ke/images/downloads and http://www.ca.go.ke/index.php/public-consultations respectively.
Members of the public are invited to submit comments and/or representations on the reviewed guidelines on or before 4th July 2017 via the address below:
