Standardization and Type-approval

The Communications Authority of Kenya (CA) has within its remit the responsibility of type approving and accepting all telecommunications equipment intended to work within the public telecommunications networks in the country.  CA is also responsible for type approving or accepting radio communication equipment intended for use in Kenya.

EQUIPMENT THAT REQUIRE TYPE APPROVAL

All telecommunications terminal and radio communications equipment intended to send, process or receive information within the public telecommunications network is subject to type approval by the Authority.

The system of interconnection may be wire, radio, and optical or other electro-magnetic system.

Examples of the said terminal equipment include but are not limited to: -

  • Telephones (ordinary, executive, secretarial sets).
  • Cordless telephones
  • Telephone answering and recording systems
  • Cellular telephones (GSM, ETACS etc.)
  • Payphones (coin and card operated)
  • Call monitoring and logging systems
  • Subscriber private meters (SPMs)
  • Facsimile transceivers
  • Call routing apparatus
    • Public Branch Exchanges (PBXs)
    • Key Telephone System (KTS)
    • Small Business System (SBS)
    • Multi line systems
  • Voice messaging systems
  • Data modems and fax modems
  • Multiplexers, packet assemblers disassemblers (PADs)
  • Radio communication equipment
    • Citizen band
    • Amateur band
    • HF
    • VHF
    • UHF
    • Microwave
    • Radio paging terminals and transmitters
    • Alarm transmitters
    • Satellite
    • Telemetry and command modules etc.


WHO NEEDS TO SEEK TYPE APPROVAL?

Only duly registered vendors within the liberalized telecommunications market in Kenya are allowed to market terminal equipment. They must, however, first obtain type approval from the Authority for each model of equipment model they intend to market prior to offering the equipment for sale in the market.  Type approval is not required if the model has previously been type approved for marketing by another vendor.

The Authority shall not grant type approval to the equipment manufacturer unless they are registered as terminal equipment vendors after fulfilling the mandatory licensing requirements.

Individuals who procure terminals of models that have already been granted type approval for marketing are not required to seek further type approval.

Individuals are, therefore, advised to ensure that any vendor offering them terminal equipment for sale first produces documentary proof that the model is type approved by the Authority.

    All applications for type approval shall be made in writing.

    1. CA shall assess the application and advice on the type approval fees as well as other requirements.
      • Type approval fees are paid up front and are non-refundable.
    2. Applicants for limited use authority shall be required to submit the following items:
      • Terminal equipment complete with associated accessories.
      • Relevant user or operations manuals in the English language.
      • Copies of valid purchase or import documents.
    3. Applications for type approval for purposes of marketing these equipment must include the following:
      • Sample of the terminal equipment they intend to market together with other requirements which vary depending on the type of terminal equipment for which they are seeking type approval. 

    Some of the items required for submission by vendors include: -

      • Copy of valid vending license.
      • Letter of agency from equipment manufacturer or manufacturer's representative.
      • Detailed technical documentation in the English language.
      • Copy of test report from manufacturer or an accredited laboratory.
      • Cross-referenced compliance statement (in case of large PABX equipment of capacity in excess of 50 ports).
    1. Where applicable, laboratory tests shall be carried out on the terminal.  The test results obtained are used together with the submitted manufacturer's test report and technical documentation to evaluate the equipment.
    2. In the case of vendors, their business premises shall be inspected to assess their capability in terms of workshop facilities and technical personnel.
    3. CA shall compile an evaluation report for each equipment and give an appropriate technical opinion recommending as to whether the equipment complies with the mandatory standards or not.
    4. CA has no obligation to avail laboratory test results report to the applicant.
    5. If the equipment is found to comply with the Authority's specifications in all respects, it shall be granted approval.
    6. For approved cases, provisional type approval shall be granted to the vendor to market the equipment, while individuals shall be granted authority to use the equipment.
    7. For rejected cases, CA shall retain the equipment until the applicant finalizes arrangements for its direct re-exportation. CA is however, not obliged to return the equipment that has been submitted for type approval purposes, since some of the tests could destroy the equipment.
    8. Type approval is done only once for every model of equipment.

  • Type Approval Fees

    On 6th October 2011, the Authority reviewed regulatory fees including, type approval fees.  The average reduction of 80% intended to encourage vendors and contractors to seek type approval.
